The Ethics and Anti Corruption Commission (EACC) has summoned the acting Nairobi County Secretary Simon Morintat to record a statement regarding the tender meant to construct four stadia worth Ksh 1.2 billion.
The tender for the construction of Dandora, Kawangware, Kihumbuini, and Ziwani stadia was awarded to M/S Scanjet Construction limited during the 2017/2018 financial year.
All stadia were to be completed within 18 months from awarding the tender but they are yet to be completed to date with all the funding disbursed in full.
EACC now wants Mr Morintat to provide them with relevant documents to establish the procurement process of the tender. Among the documents being sought are minutes of the County Cabinet Meeting dated April 26, 2019, that discussed the change of Dandora Stadium construction materials and the contractor’s bid document.
They also want the Engineer’s cost estimates for the whole project, a request to vary the contract from either client or contractor and a signed contract incorporating the changes to the contract.
EACC’s move to summon Mr Morintat comes after getting recommendations from the Public Procurement Regulatory Authority (PPRA) which questioned the tendering process and standards of the work already done on the stadia.
PPRA noted irregularities in the tender process, altering of contract specifications, suspected irregular payments, and forgery of documents.
